Our webinar will review the latest developments in the local government funding reforms, which are scheduled for implementation in 2026-27. The December 2024 consultation paper outlined the overarching principles that will inform these reforms. But so far, we have seen very little development of these reforms, and certainly no exemplifications of their financial impact.  It is likely that there will not be any numbers issued by MHCLG until the Summer consultation (late June, July).  

Using the modelling that we have undertaken on the reforms, we will work through the potential changes in local government funding, and assess the potential outcome of the reforms as a package. 

We will cover the following topics:

  • Children’s Social Care formula. Research papers have now been published: https://www.gov.uk/government/publications/children-and-young-peoples-services-formula-review
  • Specific service formulas (potential candidates and formulas; selection criteria)
  • Potential indicators within the Foundation Formula (density, deprivation, non-resident population) and their weighting
  • Adult social care formula (University of Kent research or an alternative)
  • Council tax equalisaiton (potential levels of equalisation, and interactions with needs formulas)
  • Area Cost Adjustment (ACA) (remoteness?)
  • Business Rates Baseline reset (and other potential technical updates)

Finally, using our MTFP and Fair Funding models, we will assess the potential impact of these proposals both individually and collectively as a package.
