Webinar - the Fair Funding Review and local government funding reforms

Reforms to local government funding have been delayed and will not now be implemented until after the next General Election. For some authorities, the delay simply postpones an inevitable reduction in funding; for others, it means waiting for at least two more years for funding to catch-up with their needs. Stuart Hoggan (formerly of DLUHC) will help us understand the potential future reforms.
- When are funding reforms likely to be implemented? They will be after the General Election (itself most likely in Autumn 2024) but is 2026-27 or later most likely? What are the factors that will govern their timing?
- What package of funding reforms were under consideration in the Fair Funding Review?
- How changes would a new government make to these funding reforms?
Following Stuart's presentation, Adrian will outline the modelling that Pixel has undertaken on the Fair Funding Review. Subscribers can see the latest Pixel model on the website. It is based on the Fair Funding Review (December 2018 consultation paper), with updates for the latest Census-based population projections.
Dan Bates (from LG Improve) will provide us with a sneak preview of his analysis of local authority reserves based on the 2022-23 accounts.
The webinar will follow our usual format of presentations for 60 minutes, followed by debate and discussion for a further 30 minutes.
