Following the major political upheavals of recent months, the Autumn Statement on 17 November should provide some certainty about the Government's fiscal policy for the short and medium term. The Chancellor will announce updated fiscal rules, along with plans for spending cuts and tax increases. Revised fiscal forecasts from the Office for Budget Responsibility (OBR) will indicate the fiscal gap that the Chancellor has to close over the next 3-5 years.
Our webinar will analyse the Autumn Statement, and will focus particularly on the impact on local government funding. We will be looking at how the Autumn Statement affects the following:
- Overall tax-and-spend plans over the next 3-5 years. How spending cuts compare to those that were implemented between 2010 and 2015? How aggressively will the Chancellor seek to bring the budget back into balance?
- Spending Review 2021. Will the funding allocations for local government for 2023-24 and 2025-26 be honoured?
- Adult social care. Will there be any further funding for adult social care? Will the Government postpone the social care charging reforms in order to fund ongoing costs?
- New Homes Bonus. Can authorities expect further NHB rewards in 2023-24 and beyond?
- Council tax. Will the Chancellor allow councils to increase Band D beyond current plans?
We will provide wider context to illustrate the overall impact of the Autumn Statement on local government's financial position.
There will be presentations from Adrian Jenkins (Pixel Financial Management) and Dan Bates (LG Improve). Presentations will be from 10am to 11am, followed by open discussion and debate.
